According to an article by TOI according to a report from TOI, the Ministry of Road Transport and Highways ( MoRTH) has mandated all vehicles to have the high security registration plate ( HSRP) that were sold prior April, 2019.

The car that was stolen is always found having a new registration plate, making it difficult authorities to locate it, but the HSRPs have the snap-on lock, which is not removable and can be quite difficult to replace.
The HSRPs can also be beneficial as the essential information of a car including the engine's identifier and the chassis's number can be saved in a central database. The database is backed up with the 10-digit PIN becomes essential to trace a stolen vehicle.
The government of the central government has not put a limit on the cost of HSRP this means that the cost could vary between states. On average, HSRP costs about Rs 400 for two-wheelers and $1100 for four-wheelers, based on the classification. The color-coded stickers are placed on vehicles with an HSRP.

Information like vehicle registration number the chassis number, registration number and engine number are required in order to schedule an appointment. As for the other states, none have announced an enforcement program similar to those of the UP and Delhi govt.
The best method of purchasing an HSRP and colour-coded stickers is through RTOs. Another way to purchase HSRPs is through authorized automobile dealers, but it is to be noted that a lot of dealerships are still not authorized to use this method and the best method is to visit your State Transport Department's portal to get any such information.
